The Ontario Immigrant Nominee Program (OINP) has entered a new era. In the most significant shake-up to Ontario’s immigration landscape in years, the Ministry of Labour, Immigration, Training and Skills Development officially launched a two-phase program redesign on June 26, 2026.
By amending Ontario Regulation 422/17 under the Ontario Immigration Act, the provincial government has eliminated its traditional, fragmented streams in favour of a highly consolidated, employer-driven model.
Effective June 25, 2026, all previous OINP streams were legally removed. In their place, Ontario launched the Ontario Workforce Priority (OWP) Stream, which handles all applications through three strict sub-categories. If you are an international student, a foreign worker, or an Ontario employer, here is the complete breakdown of the new categories and their mandatory criteria.
The 3 New OINP Workforce Priority Categories
Unlike the old framework, which separated international graduates from foreign workers, the new 2026 framework categorizes applicants strictly by their job skill level and occupation type.
1. The TEER 0 to 3 Pathway (Skilled Workers)
This pathway targets professional, technical, and management occupations. It effectively consolidates the old Foreign Worker and International Student streams into a single pipeline.
- Job Offer Requirement: Must hold a full-time, permanent Ontario job offer in a TEER 0, 1, 2, or 3 occupation.
- Work Experience: Applicants must have 6 months of consecutive work experience with the offering employer. Alternatively, recent Ontario graduates only require 3 months of consecutive experience with that employer. If you have not worked for the offering employer, you must prove 2 years of cumulative experience in the same NOC code within the past 5 years.
- Language Benchmark: A mandatory minimum of CLB 6 (Canadian Language Benchmark).
- Education Requirement: Minimum post-secondary credential (with an Educational Credential Assessment if educated abroad).
2. The TEER 4 and 5 Pathway (Essential Workers)
This pathway is designed for intermediate, labor, and essential service occupations, such as those in transport, agriculture, manufacturing, and healthcare support. It replaces the old In-Demand Skills stream.
- Job Offer Requirement: A full-time, permanent job offer in an eligible TEER 4 or 5 occupation.
- Work Experience: Tougher retention rules apply here. Candidates must have at least 9 months of consecutive work experience in the exact same NOC code and with the exact same employer offering the job.
- Language Benchmark: A mandatory minimum of CLB 4.
3. The Self-Employed Physicians Pathway
Recognizing the severe shortage of medical professionals across the province, Ontario carved out a unique exception to its employer-driven rules for doctors.
- Job Offer Exemption: This is the only category under the OWP stream that does not require an employer job offer.
- Core Requirements: Physicians must be in good standing with the College of Physicians and Surgeons of Ontario (CPSO) and hold OHIP billing eligibility. Points are heavily scaled based on the months of cumulative medical practice completed within Ontario.

Strategic Shift: No More Independent Graduate or Express Entry Streams
The biggest strategic shockwave of the 2026 redesign is the complete elimination of independent pathways.
- The Death of Independent Streams: The highly popular Masters Graduate and PhD Graduate streams—which previously allowed high-degree holders to apply for PR without a job—have been completely repealed.
- No Dedicated Express Entry Streams: Ontario has removed dedicated pathways like the Human Capital Priorities or French-Speaking Skilled Worker streams.
Academic credentials alone are no longer a golden ticket to Ontario nomination. Except for self-employed physicians, every single applicant must have an active Ontario employer willing to create an OINP portal account, submit an official online job offer, and sponsor the position.
Lower Revenue Thresholds for Rural Employers
To balance the strict employer-sponsored requirement, Ontario amended its employer eligibility criteria to support rural economic growth.
For businesses operating outside the immediate GTA—specifically in census divisions with populations under 150,000—the province has significantly lowered the minimum gross annual revenue and employee thresholds. This allows small and medium-sized regional businesses to legally sponsor foreign workers under the OWP stream, an option that was previously restricted by high financial barriers.
What to Expect Next: Phase 2 Proposed Streams
Phase 1 has fundamentally streamlined the OINP into an employer-backed system. However, the provincial government has confirmed that a Phase 2 rollout is scheduled for later in 2026.
While criteria are not yet finalized, Phase 2 is expected to introduce three highly specialized target categories:
- A dedicated Priority Healthcare Stream (for licensed professionals or those on a pathway to licensing).
- An Exceptional Talent Stream.
- A completely revamped Entrepreneur Stream.
